The 2009 PAHRA Bellamy Awards
Congratulations to Housing Authority of Northumberland County and Redevelopment Authority of the County of Fayette
The Bellamy Award is the PAHRA’s recognition for outstanding achievements in housing, community development and redevelopment. Two awards are presented, one for housing and one for redevelopment / community development. The awards are selected from “Best Practices” projects and programs submitted by PAHRA member agencies, and submittals are reviewed and ranked b the PAHRA Executive Committee. On September 24, 2009, PAHRA awarded the Bellamy Awards during its annual conference in Lancaster, Pennsylvania. The awards were presented by PAHRA President, Edward Christiano, and by First Vice President, Daniel Kanuch.

In Northumberland County, the percentage of persons aged 65 and over increased by 10 percent between 1990 and 2000, and the percentage of persons aged 85 and over increased by 30 percent during the same time period. The Housing Authority of Northumberland County partnered with Geisinger Medical Center and Life Geisinger to develop the Life Care Center at Roosevelt Court in Kulpmont Borough. The LIFE Center program focuses entirely on older people who are frail enough to meet the State’s standards for nursing home care but would rather continue living at home.

The LIFE Geisinger Center project entails the renovation of approximately 10,400 square feet of space at Roosevelt Court. The services at the LIFE Center include primary care, social services, restorative therapies, personal care and supportive services, nutritional counseling, recreational therapy, meals and transportation. The program’s goal is to serve 100 participants and requires a staffing complement of 50-60 professionals and paraprofessionals.

The partnership formed to achieve this remarkable $2,790,000 project. The program was made possible with support of the Commissioners of Northumberland County, Borough of Kulpmont, Department of Community and Economic Development, U.S. Department of Health and Human Services, and the Housing Authority of Northumberland County.

The LIFE Geisinger Center

PAHRA bestowed its highest award on the Housing Authority of Northumberland County for this innovative model that can be used by other public and private agencies to address a wide need of health, social, nutritional and supportive services that permit elderly persons to continue to reside in their homes and enjoy community life.
