The Housing Authority of Northumberland County’s Family
Self-Sufficiency Program is a federally funded program
which offers housing assistance as part of a coordinated program
of housing, child care, and transportation assistance; personal
and career counseling; educational assistance; and job training
and placement for families with low to moderate incomes. Some of
these services are outsourced to service providers in the community
and all are not solely provided by the Housing Authority. The goal
of the Family Self-Sufficiency Program is to help motivated individuals
become economically self-sufficient.
Who may apply for the Family Self-Sufficiency
Program?
In order to qualify for the Family Self-Sufficiency
Program, you must currently be a part of the Housing Authority of
Northumberland County’s public housing program or Rental
Assistance Program. In addition, Family Self-Sufficiency Program
participants must have completed eighth grade and must also meet
the program’s income guidelines.
What does the Family Self-Sufficiency
Program include?
Applicants who are approved into the Family
Self-Sufficiency Program will enter into a contract with the Housing
Authority of Northumberland County for a period of five years. This
contract will outline the goals of your family and specify how your
family can achieve a level of economic independence within this
five-year period. The final goal of each contract is to help you
seek and maintain suitable employment which would help free your
household from all public assistance.
How does the Family Self-Sufficiency
Program work?
During the course of the Family Self-Sufficiency
Program, you will work with a case manager/service coordinator who
will connect necessary services and assess all available resources.
Throughout the term of your contract, the Housing Authority of Northumberland
County will establish an escrow account on your behalf. This account
will then be credited with monetary amounts based on you household’s
increases in earned income. Your escrow account balance will be
disbursed to you upon successful completion of your contract.
